Randall Owen’s work focuses on disability policy, human rights of people with disabilities, and policy reforms. Randall is a member of the Illinois Council on Developmental Disabilities and a Governing Counselor/Executive Board member on the Disability Section of the American Public Health Association. Randall is a Fellow of the American Congress on Rehabilitation Medicine. Randall earned a B.A. from Hope College, and an M.S. and Ph.D. from the University of Illinois at Chicago.
